Activity 3 - Consultations with the institutions involved in the implementation of the Strategy (ministries, other central authorities) and NGOs active in the field and representatives of vulnerable groups and of the professional categories

Realized value: Report "External evaluation of the national strategy for the implementation of measures on preventing and combating discrimination 2007-2013"


The report "External assesment of the national strategy for the implementing of measures on preventing and combating discrimination for the period 2007-2013" was conducted within the predefined project "Strengthening anti-discriminatory measures at national level through large participation of professionals and civil society” carried out by the Romanian National Council for Combating Discrimination (NCCD), together with the Council of Europe (Directorate General II – Democracy, Democratic Citizenship and Participation), as a part of the programme “Children and Youth at Risk and Local and Regional Initiatives to Reduce National Inequalities and to Promote Social Inclusion” within the European Economic Area Financial Mechanism 2009-2014.

As part of the drafting process of the new strategy, NCCD has benefited from expertise in the human rights field from its partner, the Council of Europe, through two independent international experts who have been selected to carry out an external assessment of the former strategy 2007-2013. The evaluation took into account both what has worked well and should be reinforced in the future strategy but also on what has worked not so well and should be avoided in the future strategy. Therefore, the report of the independent experts should be read as an external regard that can contribute to the evaluation process of the former strategy and serve as guidance for the future strategy. Thus, the external assesment focuses on progress made since the adoption of the strategy 2007 - 2013 and provides recommendations for the future.

The report is divided into the following key areas: 1) legal and institutional framework; 2 approach, contents and resources; 3) results and achievements; 4) governance. The report also includes a list of institutions and organizations that were involved in the consultation process.

For the achievement of the external assesment, the Council of Europe’s experts, Jose Manuel Fresno and Alia Cahin, have moderated two meetings during October 2015, at the headquarters of the National Council for Combating Discrimination, during which relevant stakeholders in the field of human rights, from public institutions and form civil society, were consulted. During those meetings the experts have collected relevant information from the experience and practical activities of institutions and organizations interviewed, and also information about the situation of discrimination in Romania and the position of CNCD in the romanian society, with the purpose of making suggestions and recommendations to be used in the next strategic document. Before the consultations took place, a questionnaire was disseminated in order to obtain views and expectations of the public institutions and the relevant NGOs in the field of anti-discrimination, regarding the activity of CNCD and the new antidiscrimination strategy. The results were analyzed, translated and made available to the independent experts for a better understanding of the phenomenon.

In December 2014 Council of Europe’s experts have returned to Romania with the purpose of debating the draft of the material regarding the evaluation of the strategy 2007-2013 with representatives of civil society and public institutions. Therefore a meeting was organized at the headquarters of the National Council for Combating Discrimination, in which there were formulated criticisms, suggestions and recommendations to be incorporated in the final report.

The first version of the report was presented by Council of Europe’s experts at the Launch conference of predefined project, on 17 December 2014, at Hotel Novotel - Bucharest.
